Ipswich Police Arrest Man on Drug and Firearm Charges

Police Chief Paul A. Nikas reports that the Ipswich Police Department arrested a man on firearm possession and drug charges early this morning.

RICHARD ALLEN MCMULLEN, JR., AGE 25, OF SALEM was arrested and charged with:

  • Possession of a Firearm Without a FID Card
  • Possession of Ammunition Without a FID Card
  • Trafficking in a Class A Substance Over 10 grams (Fentanyl)
  • Possession with Intent to Distribute a Class B Substance (Methamphetamine)
  • Possession with Intent to Distribute a Class C Substance (Xanax)

At approximately 6 a.m. this morning, Ipswich Police Officer Mark Cecilio discovered a vehicle parked on the side of Route 133 in Ipswich. Inside the vehicle, Officer Cecilio found MCMULLEN asleep behind the wheel.

As part of a subsequent investigation, Officer Cecilio conducted a search of the vehicle. During the search, Officer Cecilio located and seized an illegally possessed firearm, a large quantity of drugs, a scale and $383 cash.

MCMULLEN was taken into custody without incident. He was arraigned earlier today at Ipswich District Court in Newburyport and bail was set at $50,000.

“This arrest not only demonstrates great police work by Officer Cecilio, but also the dangers officers face daily while on duty,” Chief Nikas said. “Officer Cecilio was simply checking on a parked car during the early hours of the morning on the side of a busy road to see if the operator needed assistance, and it resulted in a felony drug arrest that helped to get a firearm off the streets. Through the use of good police instincts and tactics, along with vital backup from Sgt. Charles Ciccotelli, the Ipswich Police Department was able to make this arrest without any injury to themselves or the defendant.”

These are allegations. All suspects are considered innocent until proven guilty.
